With over 20 years of experience in civil engineering design and construction support spanning both public and private sectors, Lorraine is a seasoned leader who excels in coordinating multidisciplinary teams to achieve and exceed project objectives. Her extensive expertise encompasses project management, field studies, alternative analysis, and specialized design in storm drainage, low-impact development, sanitary sewer rehabilitation, joint trench systems, and water and reclaimed water pipelines.
A skilled professional in cost estimation and quality control, Lorraine employs innovative value engineering to ensure that every project not only meets but consistently exceeds client expectations. Eric Biland, P.E., QSD/P, LEED AP
Senior Project Manager
With more than twenty years of dedicated experience in civil engineering, Eric is an accomplished Senior Project Manager. His extensive expertise covers a broad range of civil engineering services, with a strong focus on the design and planning of stormwater projects. Eric specializes in developing innovative solutions for sanitary, potable, and recycled water systems for both private and industrial site developments.
Eric’s strategic vision includes effective water resource management, comprehensive trash capture master planning, and a thorough understanding of CEQA, LID, and other sustainability initiatives. His extensive knowledge of riverine geomorphology and sea level rise enables him to tackle the complex challenges associated with floodplain management while ensuring compliance with federal and state clean water regulations.
Eric’s work is pivotal in securing necessary permits and addressing concerns related to threatened species, highlighting his commitment to environmental stewardship. He has been instrumental in developing master planning documents, detailed reports, advanced computer models, and sections of Environmental Impact Reports (EIR) that benefit communities across the Peninsula.
As F&L’s electrical, instrumentation, and controls design lead, Eric drives the development of innovative engineering projects, including lift stations, storage, and packaged systems. His strong dedication to innovation and excellence is crucial for achieving results for the communities we serve.
