Richard J. Laureta, P.E.

President
In his 28 years of professional engineering experience, Mr. Laureta has participated in the design, project management, and construction coordination of private sector engineering projects, as well as city, county, state, and federal rehabilitation projects. He has garnered an outstanding reputation in urban master planning and wastewater collection design, and construction management. His broad experience in civil engineering design and construction has given him the knowledge necessary to be an integral part of multidisciplined teams in planning. His experience and dedication to the profession allow him to contribute to the success of diverse engineering projects.
 

Jeffrey J. Tarantino, P.E.

Executive Vice President
During his 23 years of civil and environmental work, Mr. Tarantino has developed extensive experience in civil engineering design and construction. His work with clients throughout the Bay Area has helped to continue the growth of F&L. Mr. Tarantino serves as the primary point of contact with permitting and environmental resources agencies on behalf of clients to facilitate open dialogue with the agencies. He has demonstrated a unique ability to assist clients in bridging technical and non-technical challenges to deliver multi-beneficial projects within budget and on schedule.
 

David C. Freyer, P.E.

Vice President
Mr. Freyer’s involvement in environmental engineering, urban civil engineering, and private land development has gained him the experience necessary to participate in multi-disciplined teams in the production of varied and complex civil engineering projects. Throughout his 48 years of professional engineering, he has participated in the design and construction management of numerous public and private sector engineering projects. David has also done extensive work in field surveying and preparing tentative and final maps for various agencies and developers. Mr. Freyer’s experience allows him to be a successful contributor of engineering expertise and support on teaming efforts with other consulting firms.
 

Joshua Kimbrell, P.E., QSD/P, LEED Green Associate

Vice President
With more than 15 years of experience in civil engineering design, project, program, and construction management for public infrastructure and private development projects, Mr. Kimbrell brings a wealth of expertise in infrastructure design, hydrology/hydraulics, low-impact development, stormwater management/compliance, land development, grading, and AutoCAD Civil 3D. He has served as project manager and lead engineer on a wide range of project types, including Municipal Water, Stormwater & Sewer Design, Campus Development & Infrastructure, Water Treatment Plant & Pump Station Improvements, Mixed-Use, Residential Urban and Suburban Developments, Master Planning, ADA Accessible Streetscape & Surface Improvements, Parks Projects, and more. Mr. Kimbrell has built his career around sustainability, low-impact development design strategies, and green infrastructure, and has successfully delivered numerous LEED and GreenPoint-Rated San Francisco Bay Area housing projects for F&L.
 

Lorraine Htoo, P.E., LEED AP

Associate Principal
Ms. Htoo has 19 years of civil engineering design and construction support experience with public and private sector projects and is an expert at leading and coordinating multidisciplinary teams. With an extensive background in project management, field studies, alternative analyses, storm drain design, low-impact development design, sanitary sewer rehabilitation design, joint trench design, water, reclaimed water pipeline design, cost estimates, and quality control/quality assurance design reviews, she brings a wealth of knowledge for delivering successful products to our clients centered around value engineering. Her dedication to the engineering profession is demonstrated by her diverse background and involvement with numerous local professional engineering groups and committees.
